Kyle R. Garrett, President

1996-PRESENT

Responsibilities include overseeing all company projects, managing company operations, negotiations, and promotion. Responsibilities also include maintaining client and employee relations, as well as final review of all engineering products.

1995-1997

CP Field Engineer, on premise for US West, cabling design for public and private structures, including cable design for subdivisions, fiber loop design for Micron Technology, cable counts and conduit runs for fiber and copper cables.

1988-1995

Resident and OSP Engineer, staking future job sites and engineering outside plant projects, all OSP drawing up contracts and final presentations, including the generation of plans and specifications, cost estimates, cable verifications, cable counts, locating cable, and running cable pair problems.

 

Carl A. Anderson, Vice-President

1998-PRESENT

Vice President over Engineering/OSP Project Engineer– this position includes overseeing the startup process of each project. Hiring and supervising qualified individuals to run these projects. Dealing with the day to day problems of the clients and the employees.

1986-1998

Resident Engineer– 10 years Resident Engineer experience. Responsible for supervision of REA rebuilds. Staking, obtaining rights-of-way. Building splicing schematics, building and updating record maps, contractor invoicing. Daily paper work, immediate supervisor over inspectors including daily time and evaluations. Prepared routine job order packages for Century Telephone. Two years inspector experience– inspected construction jobs. Responsible for tracking units placed on all jobs. WORK LOCATIONS—Arkansas, Louisiana, Tennessee, Mississippi, Colorado, Wisconsin, Michigan, Indiana, and Texas.

 

Bart Wankier, Project Manager

2000-PRESENT

Oversee Engineering Projects. Worked with Valor Telecom, SPMS, MCI, QWEST, and others on projects ranging in size from simple cable moves to major construction projects. Insure permitting is complete and oversee day to day operations of the Engineering Dept. Overseen completion of several FTTH projects in housing developments.

1998-2000

Project Engineer for Nextlink of Utah. Projects in Weber, Davis, Salt Lake and Utah counties in the state of Utah. Supervise engineering, permitting and construction of OSP projects for backbone fiber routes and building entrances. Design new routes, to increase network size, and join rings together to create redundancy in the network.

1990-1998

Project Engineer, supervise OSP Engineering and construction projects for several different clients in the western U.S. Assisted other Project Engineer complete engineering tasks on projects throughout the lower U.S. Checked staking sheets, schematics and design maps. Verified jumpers and telephone numbers on Main Distribution Frames for Copper Valley Telephone Co. of Wilcox, AZ. Also completed many of the tasks required in the day to day operations of OSP maintenance and installation inspector.

 

Kenneth Whiting,

Mid-West Regional Manager

Ken is responsible for FTTH projects and traditional cable projects in the Mid-West Region. Ken has been responsible for the planning of outside plant facilities including cable schematics, house counts, fill boxes, growth factors and cable sizing. He has designed aerial, buried and underground fiber optic and copper outside plant facilities including digital service area, T-1 systems, digital loop carrier systems, road moves, loaded plant, cable counts, fall counts, easements and permits. He has prepared many RUS 515 contracts for bid projects, which includes the preparation of notice to bidder letters, Supplement "A", engineering estimates, job closing, material man packets and bid audits. He has supervised utilities contractors and coordinated between the utility contractor and utility owner. He has years of experience designing and supervision outside plant facilities. Which includes, updating staking sheets, schematics and maps, prepare cut sheets and supervise cutover, and performing cable testing prior to construction and after cable placement. He also obtained easements for private right-of-way use.

 

Skip Westfall, Project Manager

Skip has over 31 years experience in the communication business. Skip's knowledge and experience stems from owning his own splicing company to supervising various kinds of telecommunications projects. He has been in charge of major construction projects and cut-over projects all over the United States. Skip has been involved in all aspects of inspecting, engineering, ROW issues and cut-over.

 

Gary Wallenberg, 

Qwest Project Manager

Gary is currently our Project Manager for our Qwest contract. He managed contract engineers for Qwest Communications in Montana, Idaho, Utah and Wyoming. He has to ensure that all positions be filled and in a timely manner after they are requested. Gary has previous experience as the Senior Design Engineer for Qwest in Salt Lake City. He designed and supervised all the outside fence communications for the 2002 Winter Olympic Games. He was also responsible for the telephone facilities within a given exchange. He researched and completed all held orders in RTT and designed facilities for new development and rehab existing ones.

 

Ryan Wright,

Right-of-Way & 

Permitting Coordinator

Permitting and ROW acquisition and inspection. Ryan negotiates right-of-way with all types of governmental agencies from the federal level to cities and rural town, state highway departments, city and county road departments. He has researched and written many private easements for placing telecommunication facilities and appurtenances on private property. Crossing permits for streams and waterways, railroad crossing and encroachment permits.

 

Kyle J. Carter, Drafting Supervisor

1998-Present

Drafting Supervisor in charge of managing CAD/GIS Department. Trained new drafters on processes and standards. Creating processes and standards for clients. Learning new programs and teaching drafters how to use them. Creating cost estimates on jobs that involve the CAD/GIS Department, creating and maintaining filing system on the server. Skilled in GPS Data Collection, Conversion Techniques and Software including: AutoCAD 14-2004, Eagle Point, ArcView, Elations Mapping, AutoCAD Map, MapInfo, Visio, Pathfinder Office, Aspen, and ArcMap.
